Improving Public Procurement Workflow Online Shopping and Ordering

Challenge

The ideal scenario for public procurement online shopping and ordering is a central agency eMarketplace that seamlessly connects agency buyers to agency suppliers’ online catalogs and integrates purchases with the agency’s Enterprise Resource Planning (ERP) systems-accounting and other core business processes.

Most public agencies lack the money, time, and human capital to establish an ERP supported eMarketplace. ERP systems and related eProcurement modules are expensive, time consuming, take years to fully implement and demand dedicated agency program specialists and scarce agency IT resources. In the reality of ERP, Procurement needs may fall in line behind other higher priority agency business activities such as accounting, risk management and compliance.

Opportunity-A Better Way

Los Angeles County (LACo) and San Diego County (COSD) have established a Local Agency Contract Exchange (LACE) for California public agencies to aggregate purchasing volumes, drive savings, secure best value, and pricing commitments, and improve public procurement workflow. The Public Purchasing Exchange (PPEx) has partnered with LACo and COSD as the LACE technology hub and distribution channel.

Proof of Concept

COSD Case Study - No centralized eMarketplace, sophisticated ERP, individual supplier punchout capacity, no centralized eMarketplace. EzMarket implemented in 90 days-29 departments, 1,000 users, 700 ship to addresses, other workflow enhancements including order approval facility and shopper/browser, buyer, and approver segmentation.
